MY NAME IS DAVID CHAPPLE I WORK FOR DEVON&CORNWALL POLICE AS A POLICE COMMUNITY SUPPORT OFFICER I WAS CONTACTED BY A MR CROCKER FROM ****** FARM NR TAVISTOCK ABOUT SOME OF YOUR RIDERS RIDING ACROSS HIS FIELD WITH SHEEP THAT ARE ABOUT TO LAMB WITH ONLY A FARM LANE THAT GOES INTO IT FROM ****** FARM THIS MR CROCKERS LANE NOT A FOOTPATH OR BRIDLE WAY, THAT STOPS A LONG WAY BACK NEAR HIS FARM, I FOLLOWED THE TYRE TRACKS OF THREE OFF ROAD BIKES FROM THE ********* ROAD ACROSS THIS FIELD WITH THE HEAVY IN LAMB SHEEP IN DOWN HIS FARM TRACK WHICH HAS A FOOT PATH ON IT, APROX 1/2ML FROM ROAD DOWN THE LANE A BRIDLE WAY ENDS AND CUTS ACROSS FIELDS IN THE DIRECTION OF ********* THE SAME DIRECTION AS THE FOOTPATH
MR CROCKER HAS CHECKED WITH HIGHWAYS PLUS DARTMOOR NATIONAL PARK ABOUT WHERE ANY RIGHT OF WAY ENDS /STARTS GOING BY WHAT THEY SAY THE ROAD INTO ******* FARM FROM ************ WITH A FINGER POST WITH ****** ON IT TO THE END OF THE TARMACED AREA IS OK BUT ONCE YOU GET TO THE ENTRANCE TO ******* FARM YOU WILL FIND A FINGER POST WITH ******************** ON IT THAT IS WHERE ANY VEHICLE ACCESS ENDS.
IF YOU DONT THINK THIS IS CORRECT YOU WILL HAVE TO TAKE IT UP WITH MR CROCKER PLUS D/N/P AND HIGHWAYS BUT PLEASE DONT RIDE YOUR BIKES ON ANY FIELDS WITH SHEEP IN THEM AS SOME COULD ABORT THEIR LAMBS..
I COULD GET IN TOUCH WITH YOU BECAUSE ONE OF THE THREE BIKERS GAVE A CARD TO ONE OF MR CROCKERS NIEGHBOURS WHEN HE WAS ASKED TO MOVE A LORRY SO THEY COULD GET PAST WITH THE BIKES HE DID QUESTION THEM ABOUT RIDING THE BIKES ON THE FARM LANE THEY SAID THEY HAD EVERY RIGHT TO RIDE THE BIKES ON THE FARM TRACK GAVE HIM THE CARD AND RODE ON.

By the by, he shouldn't have sheep on a highway. He's reclaimed the lane and ploughed it back into his field. You'll see by the Land Charges Map that there used to be a quarry there. I also told the riders on Monday to skirt the field as per the LC Map.

I had a long chat with Souther Areas Highways today and they confirmed that this lane is a HMPE (highway maintained at public expense). I've left 2 messages with the Police for the policeman concerned to get back to me and the Highways have asked me to forwartd the Policeman's e-mail with a covering letter.
Job done. This lane is legal to ride!
